Sports betting in Massachusetts was close to legalization last year but was eventually removed from an economic development bill.
Senator Brendan Crighton, who has campaigned for MA sports betting legalization for years, believes this year will be different.
“We’ve changed our bill over the past few years, but we’re pretty confident in the product we have now,” said Crighton.
There is a much greater need for government revenue than in the past due to the Coronavirus Pandemic, he said. Combined with the pressure of the legal markets in New Hampshire and Rhode Islandand possible legalization in Connecticut Enough people could gather this year to compete in sports betting this year.
“Sports betting isn’t new in Massachusetts – it’s alive and well and has been around for quite a while,” Crighton said. “… I think it’s time for a change and I think we are going in that direction.”
New Massachusetts Sports Betting Bill Details
Crighton could be submitting this year’s legislation as early as next week, but has broken down some of the biggest changes for LSR:
- The most important change is the registration fee, which now applies $ 10 millionof $ 1 million last year. With casinos and horse races authorized to offer sports betting that could lead to it $ 70 million in revenue for the state before a bet is even placed, he said.
- Income from sports betting is also taxed 15% for online and retail. The rate will bring good revenue to the state, but not so high that regulated operators cannot compete with them Offshore booksCrighton said.
- Crighton’s bill prohibits betting on events that include Massachusetts college teams, but that’s an upgrade from Governor Charlie BakerThe proposed bill from last year that banned all college betting.
Crighton’s bill does not specify how many skins a casino or racetrack could license for sports betting. He doesn’t expect many other changes.
“I’m interested in hearing other people’s perceptions about this, but I think our model is pretty simple,” said Crighton.
Not promising MA sports betting in 2021
Crighton stopped guaranteeing legal sports betting this year, but from an education standpoint in the legislature, there is much less to do than before.
“Talks were held on this bill in the fall and during the year,” he said. “It’s not like we’re submitting a new invoice. One version of this has already been reported from the committee, one version has already been discussed in the House.
“In contrast to the last session, everyone is aware of this concept and realizes that it will be discussed fairly early on.”
How early is unclear. The 2020 meeting in Massachusetts didn’t end until Wednesday morning when negotiations on the state’s economic development law finally ended.
This means that it can take some time for committee structures and other logistical processes to come into being. But Crighton, the Vice President of the Senate Joint Committee on Economic Development and Emerging Technologieswill work to get a hearing as soon as possible.
Stakeholders seem to be on board
Crighton began legalizing sports betting in the United States Bay State right at the time PASPA fell into it May 2018.
Since then, he has been in contact with everyone involved in relation to his legislation and sees no deal breakers in this year’s bill.
“I don’t see any major objections from stakeholders,” said Crighton. “You may not want every part of it, but I think it reaches a balance that is necessary to move forward.”
A clear proponent of legal sports betting are the state’s major league sports teams. The Bruins, Celts, Patriots, revolution and Red Sox Everyone has a letter to them Conference Committee on Economic Development in November to show support for sports betting.
Boston-based DraftKings, FanDuel, and MGM Springfield also signed the letter.
The Senate postponed sports betting for the last time
Sports betting didn’t make it into business development, but that wasn’t a unanimous decision.
The original version of the House’s Economic Law included sports betting and was passed 156-3 over the summer. This calculation would have allowed seven Licenses:
Instead, the Senate leadership decided against including sports betting in the bill in favor of a separate bill at this meeting.
